On May 12, Jiang Daming, Minister of the Ministry of Natural Resources, Party Secretary, and Chief Inspector of National Land, chaired the 10th Ministerial Office Meeting, during which the “Notice of the Ministry of Natural Resources on Relevant Work Following the Cancellation of the Filing and Approval of Mineral Rights Price Assessments” was reviewed and approved in principle.

　　The meeting pointed out that, in accordance with the State Council’s requirements for reforming the administrative approval system, following the abolition of the “approval and filing of mineral rights price assessments,” it is essential to standardize the work of mineral rights price assessment in light of relevant legal provisions. This includes safeguarding national interests, addressing the issue of excessive discretion in mineral rights price assessment practices, and ensuring that supporting measures keep pace to avoid regulatory gaps. Further efforts should be made to standardize the procedural framework for managing mineral rights price assessments, refining the process into: “assessment entrustment—independent assessment by assessment agencies—public disclosure of assessment reports—public release after no objections are raised.” It is crucial to strengthen ongoing and post-event supervision, establish a scientific benchmark pricing system for mineral rights prices, set up a monitoring mechanism for the performance of assessment contracts, reinforce credit-based constraints, promote self-regulation within the mineral rights assessment industry, and enhance the statistical analysis and reporting of assessment information. At the same time, relevant normative documents should be streamlined and consolidated, and seamless alignment should be ensured with the forthcoming system of mineral resource rights fees to be introduced as part of the reform.

　　The meeting heard reports on two sets of evaluation indicator systems for arable land quality and arable land productivity, as well as related standardization efforts. It also discussed matters pertaining to the expiration of exploration rights in the second round of shale gas bidding and leasing.

　　Ministerial leaders Kuerxi, Cao Weixing, Ling Yueming, Zhang Delin, Wang Guanghua, and Zhao Long attended the meeting. Chief Planner Li Yongjie, along with heads of relevant departments, bureaus, and directly affiliated units, also attended the meeting as observers.
