1 Moon 4 The Ministry of Industry and Information Technology (MIIT) announced the "Normative Conditions for the Tin Industry," aimed at standardizing the production and operational order of existing tin enterprises, enhancing the level of comprehensive resource utilization and energy conservation and environmental protection, promoting structural adjustment and industrial upgrading in the tin industry, and fostering the sustained, healthy, and robust development of the tin industry.
The regulations stipulate that in order to exploit tin ore resources, one must obtain a mining license and a safety production license in accordance with the law, and comply with laws and regulations on mineral resources, safety production, mineral resource planning, and relevant policies. Mining right holders shall carry out mine construction and development in accordance with the approved mineral resource exploration and utilization plan, green mine construction standards, preliminary mining designs, and dedicated safety sections. It is strictly prohibited to engage in unlicensed mining, indiscriminate and excessive mining, or wasteful exploitation and destruction of resources. In terms of environmental protection, tin mining, beneficiation, and smelting enterprises shall comply with relevant laws, regulations, and policies on environmental protection. All tin projects must strictly implement the environmental impact assessment system and put in place all required environmental protection measures. Projects may not commence formal production until they have been approved by the environmental protection authorities. Enterprises must obtain a “Discharge Permit” as required (except in regions where the Discharge Permit system has not yet been implemented) before engaging in production, sales, or other business activities; they must discharge pollutants only in accordance with the terms specified in their permits.
