In accordance with the relevant documents on professional title reform issued by the state and our province, we have formulated the “Provisional Evaluation Criteria for the Qualifications of Professional Engineers and Senior Engineers in Geological Exploration, Land Management, and Surveying & Mapping Engineering in Zhejiang Province.” This document is now being distributed to you; please implement it accordingly. Should you encounter any issues during implementation, please promptly report them so that we can continue to refine and improve these criteria.

Evaluation Criteria for the Qualifications of Professional Engineers and Senior Engineers in Geological Exploration, Land Management, and Surveying & Mapping Engineering in Zhejiang Province (Trial)
Chapter 1 General Provisions
Article 1: In order to objectively and fairly evaluate the competence and proficiency of technical personnel specializing in geological exploration, land management, surveying and mapping, and geographic information engineering, and to promote the institutionalization, standardization, and scientific approach to the evaluation of professional and technical qualifications in these fields, these evaluation criteria are formulated based on the spirit of documents such as the "Provisional Regulations on Professional Titles for Engineering and Technical Personnel" and the "Interim Provisions on the Evaluation of Professional and Technical Qualifications and Appointment to Posts in Zhejiang Province," and taking into account the actual conditions of our province.
Article 2: These evaluation criteria apply to in-service professional and technical personnel working in engineering and technical positions such as geological exploration, land management, surveying and mapping, and geographic information systems within enterprises and institutions in our province, who are applying for the assessment of qualifications for engineer and senior engineer titles.
Article 3: Those who have passed the evaluation according to these assessment criteria and obtained the qualification certificates for the positions of Professional Engineer and Senior Engineer in Geological Exploration, Land Management, and Surveying Engineering shall be deemed to possess the corresponding professional technical competence and capabilities, which serve as an important basis for their appointment to the positions of Professional Engineer and Senior Engineer in Geological Exploration, Land Management, and Surveying Engineering.
Chapter 2: Application Requirements
Article 4: Professional Ethical Requirements
Comply with the national constitution, laws, and regulations, as well as the rules and regulations of this organization. Diligently perform your job duties with dedication and integrity, dare to pioneer and innovate, uphold the spirit of taking pride in dedicating oneself to the geological cause, taking pride in achieving success through mineral exploration, and taking pride in hard work and perseverance, and actively contribute to economic and social development.
Article 5: Educational Qualifications and Qualification Requirements
(1) Requirements for applying for the qualification of engineer:
A college diploma or higher in this major or a closely related field, and having held the qualification of Assistant Engineer for at least 4 years after being appointed to the position of Assistant Engineer.
(2) Those who meet any of the following conditions may apply for the qualification of Senior Engineer:
1. Hold a bachelor’s degree or a graduate degree (master’s degree) in this or a closely related field, and after obtaining the qualification for the position of engineer, have served in an engineering role for at least 5 years.
2. Hold a doctoral degree in this or a closely related field, and after obtaining the qualification for the position of engineer, have been actually appointed to the position of engineer for more than 2 years.
(3) Individuals holding the following educational qualifications (degrees) may be recognized for or initially granted corresponding professional and technical qualifications:
1. Postdoctoral fellows who have completed their postdoctoral research at a postdoctoral mobility station or workstation and successfully concluded their research projects with notable scientific achievements may, upon passing the assessment, be certified as having the qualification of Senior Engineer.
2. Holders of a doctoral degree who pass the assessment may be initially certified as engineers.
3. Individuals holding a postgraduate degree (Master’s degree) who have engaged in professional work for at least 3 years (the total length of service in the specialty or a closely related specialty, both before and after obtaining the degree, may be combined; however, after obtaining the degree, they must have at least 1 year of experience in professional work) and who pass the assessment may be initially certified as engineers.
(4) The years of work experience in this or a closely related specialty, both before and after obtaining the academic degree, can be accumulated. If the applicant’s major of study does not match or is not closely related to the specialty being applied for, the applicant shall be deemed not to meet the required educational qualifications.
Article 6: Conditions for Exceptional Application
Candidates who do not meet the aforementioned educational (degree) or qualification requirements but have demonstrated outstanding performance and achievements in their actual work and satisfy the following conditions may apply for the corresponding professional and technical post qualifications through an exceptional nomination process. Such exceptional nominations are limited to “single exceptions”—either breaking the educational requirement or breaking the qualification requirement—but the advance time by which the qualification requirement is broken shall not exceed one year.
(1) To apply for engineer qualification through exceptional approval, applicants must meet 3 out of the following 6 conditions:
1. Have published more than two papers in your specialty as the first author in professionally recognized journals publicly issued at the provincial or ministerial level, or at professional academic conferences at or above the provincial or ministerial level (included in formally published collections of papers); or have formally published a monograph or translated work in your specialty (with a minimum length of 30,000 characters).
2. Winners of third-class or higher awards for scientific and technological achievements at the prefectural-level (department-level) city level.
3. Labor models, advanced scientific and technological workers, scientific and technological personnel who have made outstanding contributions, outstanding young and middle-aged experts, or candidates selected for the municipal “Talent Development Program” as certified by governments at the county (city, district) level or above; as well as principal persons in charge of individual advanced individuals or advanced collectives awarded by the relevant administrative departments of governments at the prefectural-level city or above.
4. As a technical backbone, lead key engineering projects or major research projects at the county (city, district) level or above; promote and apply the “Five New” technologies (new technologies, new products, new equipment, new processes, and new materials), as well as engage in technological transformation and innovation, or undertake the digestion, absorption, improvement, and refinement of imported technologies. Upon completion of these projects, they must pass review or acceptance by the competent authorities and demonstrate significant economic, social, and ecological benefits.
5. Have led the major technical work on small- and medium-sized projects (enterprises), achieving notable social and economic benefits; or have worked for a long time on the front lines of production and technology development, resolving technical challenges in design, processes, production, and construction, and thereby attaining significant social and economic benefits; or have been a key recipient of major awards at or above the municipal (department or bureau) level, such as the Outstanding Engineering Survey Award, Design Award, Excellent Engineering Award, Geological Achievement Award, or Quality Management Award.
6. Have obtained one invention patent in this or a related field, or more than three utility model and design patents.
(2) To apply for the qualification for the position of Senior Engineer through exceptional consideration, applicants must meet 3 out of the following 6 conditions:
1. Have published more than three papers in your specialty as the first author in professionally recognized journals publicly issued at the provincial or ministerial level, or at professional academic conferences at or above the provincial or ministerial level (included in formally published conference proceedings); or have published two academic papers in core Chinese journals or higher-level journals in your specialty (as sole author or first author); or have formally published a monograph or translated work in your specialty (with a minimum length of 50,000 characters).
2. Principal winners of the National Natural Science Award, Xinghuo Award, Science and Technology Progress Award, Invention Award, or third-class or higher awards for scientific and technological achievements at the provincial or ministerial level.
3. Individuals who have been awarded titles such as Model Worker, Outstanding Young and Middle-aged Expert, Outstanding Scientific and Technological Personnel, or Advanced Scientific and Technological Worker by governments at or above the prefectural-level city level, or who have been selected as candidates for training under the provincial “151 Talent” Program; as well as key persons in charge of individual advanced individuals or advanced collectives recognized by relevant administrative departments of governments at or above the provincial level.
4. Having served as the principal investigator for key provincial-level or higher projects, or key research projects at the provincial or ministerial level, and having successfully passed the review (or acceptance) by the competent authority upon project completion, with demonstrable economic, social, and ecological benefits.
5. Have led the major engineering and technical work on large- and medium-sized projects (enterprises), achieving significant economic, social, and ecological benefits; received the National High-Quality Engineering Survey and Design Gold or Silver Award, or two or more Provincial Excellent Survey and Design Second Prizes; received the National High-Quality Engineering Gold or Silver Award, or two or more Provincial High-Quality Engineering Awards; been a key contributor to the National First Prize for Quality Management Achievements; been a primary recipient of geological achievement awards at or above the provincial level; served as an author of national, industry, or local standards; and been a principal drafter of industry and sector-specific plans at or above the provincial level.
6. Have obtained more than one invention patent in this or a related field.
Article 7: Application Requirements for Transfer (and Concurrent) Evaluation
In cases where the nature of work or job position changes due to job transfers or other reasons, individuals who have worked for at least one year in a professional and technical position related to geological exploration, land management, and surveying and mapping may apply to be reassessed for the corresponding-level professional and technical qualification in geological exploration, land management, and surveying and mapping. Those who have held other professional and technical positions for more than one year and meet the application requirements due to actual job needs may concurrently apply for the corresponding-level professional and technical qualification in geological exploration, land management, and surveying and mapping. Only after having held the re-assessed (or concurrently assessed) position for at least one year can one apply for the next higher-level professional and technical qualification in geological exploration, land management, and surveying and mapping. The length of professional service before and after the re-assessment (or concurrent assessment) may be accumulated.
Article 8: Other Conditions
(1) Requirements for Computer Application Skills: Except for applicants who meet the corresponding exemption criteria, all applicants aged 45 or younger (not inclusive) seeking engineer qualification must obtain passing certificates in three subjects (modules) of the National Examination on Computer Application Skills for Professional and Technical Personnel. Applicants seeking senior engineer qualification must obtain passing certificates in four subjects (modules) of the same examination.
(2) Requirements for annual performance evaluation ratings in professional and technical fields: For those applying for the qualification of engineer, their annual performance evaluations over the past 3 years must have been rated as "qualified" or higher; for those applying for the qualification of senior engineer, their annual performance evaluations over the past 4 years must have been rated as "qualified" or higher.
(3) Continuing education requirements: Applicants seeking evaluation for the qualifications of engineer or senior engineer must complete the corresponding continuing education courses.
Chapter 3: Qualification Review Criteria for Engineers
Article 9: Professional Theoretical Level
Have a relatively systematic grasp of the fundamental theoretical knowledge and specialized technical knowledge in this professional field, be able to skillfully apply the technical standards, specifications, and procedures specific to this profession, and understand the current status and development trends of new technologies, new processes, new equipment, and new materials in this field.
Article 10: Professional and Technical Work Experience and Competencies
(1) Geological Exploration Specialty
During my current tenure, I have participated in engineering, production projects, and scientific research within my specialty; I possess extensive experience in professional and technical work; I am capable of independently resolving relatively complex technical issues in my field; and I have the ability to guide junior technical personnel in their work.
At the same time, applicants should meet 2 of the following 11 conditions:
1. Participated in the entire process of scientific research projects at or above the provincial (ministerial) level; completed the entire process of one scientific research project at the prefectural (bureau) level or two scientific research projects at the county (city, district) level, and prepared the corresponding outcome reports.
2. Participate in the entire process or key stages—design, implementation, and report preparation—of at least one basic geological survey, land quality survey, regional geophysical and geochemical exploration project, remote sensing project, regional hydrogeological and environmental project, or special survey project at or above the prefectural-level city (department) level, with the resulting outcomes having passed review.
3. Have participated in the entire process or key stages of one medium-sized or more than two small-scale mineral deposit (or occurrence) resource investigation and evaluation projects (including solid minerals, groundwater resources, geothermal resources, etc.), and have contributed to the preparation of relevant technical sections in the project’s phased designs and final report.
4. Participate in the full process of one large-scale or more than two medium-scale hydrogeological, engineering geological, or environmental geological exploration or construction projects; or complete the full process of more than 10 geological hazard risk assessments and mine geological environmental impact assessment projects.
5. Participate in the entire process—including investigation, design, supervision, testing, monitoring, and consulting—of at least one large-scale project (including Grade A geotechnical investigation and design projects) or five medium-scale or larger projects (including Grade B geotechnical investigation and design projects), and prepare the corresponding reports. Also, participate in the entire construction process of at least one large-scale, two medium-scale, or five small-scale or larger geotechnical investigation, geological hazard prevention, and construction projects.
6. Participate in the completion of one geophysical and geochemical exploration project or a hydrogeological, engineering, and environmental geophysical exploration project in a mining area; or participate in the entire process of five or more small-scale or larger engineering geophysical exploration projects.
7. Participated in the major stages or the entire process of one medium-sized or larger, or two or more mining area (site) exploration projects; or participated in the overall design and drilling construction of one or more large-scale projects or two or more medium-scale projects, and prepared construction technical summaries or project completion reports that have been duly accepted by the relevant authorities; or participated in the emergency response to one or more complex mechanical failures, downhole accidents, or major safety incidents during geotechnical drilling operations, achieving significant economic and social benefits and receiving recognition from the competent business authority at the municipal (or bureau-level) level.
8. Participated in the entire process of experimental testing and ore-dressing experiments for one provincial (ministerial)-level or more than two municipal (bureau)-level projects; or participated in the design and completion of an ore-dressing plan and its implementation for a medium-sized or larger complex mine; or participated in the entire process of experimental testing for a medium-sized or larger ore deposit, or in the physical and mechanical property testing for more than five Class A (or more than 15 Class B) geotechnical investigation or engineering geological investigation projects, and submitted qualified reports.
9. Have participated in the drafting of more than one technical standard, technical specification, technical procedure, or special plan at or above the municipal (or bureau) level, and have been approved for implementation.
10. Have led the development and promotion of new technologies, new products, new equipment, new processes, and new materials in at least one geoscientific-related specialty, including formulating technical plans for promotion and development projects, and participating fully in the implementation of these projects as well as in the preparation of summary reports.
11. Has obtained professional qualifications for technical personnel in geoscientific exploration-related fields.
(2) Land Management Major
During my current tenure, I have participated in scientific research, technical projects, or policy studies related to my field; I have experience independently handling and resolving relatively complex issues in my professional specialty; and I possess the ability to guide junior technical personnel in their work.
At the same time, two of the following seven conditions must be met:
1. Participated in scientific research related to land management in at least one field and took on the responsibility of writing the corresponding chapter of the report.
2. Have led the entire implementation process of more than one technical and professional project related to land management, and have either led or organized the completion of project technical proposals, detailed working procedures, and technical reports.
3. Participated in more than one policy research project related to land management and took on the writing of the corresponding chapters of these projects.
4. Have led the promotion of new technologies and methods in land management-related fields for one or more projects, including developing technical plans for promotion and development initiatives, and participating throughout the entire process—from implementation to drafting summary reports—of the promotion and application of these new technologies and methods.
5. Have participated in the drafting of technical specifications, codes, or standards related to land management.
6. Have participated in the drafting of local regulations, rules, or government normative documents related to land management.
7. Possess professional qualifications as a technical specialist in a land management-related field.
(3) Surveying and Geo-information Major
During the current tenure, I have participated in engineering, production projects, or scientific research related to this specialty; I have experience independently handling and resolving relatively complex technical issues; and I am capable of guiding junior technical personnel in their work.
At the same time, two of the following seven conditions must be met:
1. Have participated in more than two scientific research, engineering, or production projects related to surveying and mapping and geographic information, and have actually taken on the responsibility of drafting corresponding sections such as reports, designs, specifications, and plans.
2. Have participated in the entire process of more than one scientific research, engineering, or production project related to surveying and mapping and geographic information, or have participated in the implementation of more than one technically demanding surveying and mapping project or science-and-technology project, taking responsibility for developing technical plans and detailed working procedures, and having been involved throughout the entire process of preparing project reports and quality inspection reports.
3. Have led the development and promotion of at least one new surveying and mapping technology, new product, or new process, including formulating technical plans for promotion and development projects, and participating throughout the entire process of preparing project implementation reports and summary reports.
4. Organize and complete surveying and mapping projects—including geodetic surveying, photogrammetry and remote sensing, topographic surveying, engineering surveying, marine surveying, real estate surveying, map compilation, geographic information, and geographic national condition monitoring—totaling more than 300 production workdays.
5. Have more than 3 years of experience in frontline production operations and have cumulatively completed over 500 production workdays on surveying and mapping projects, including geodetic surveying, photogrammetry and remote sensing, topographic surveying, engineering surveying, marine surveying, real estate surveying, map compilation, geographic information, and geographic national condition monitoring.
6. Participated in the drafting of technical procedures, specifications, or standards related to surveying and mapping and geographic information. Participated in the drafting of local regulations, rules, or government normative documents.
7. Has obtained a professional qualification for technical personnel related to surveying and mapping.
Article 11: Professional and Technical Work Performance
(1) Geological Exploration Specialty
During the current term of office, you must meet 2 out of the following 9 requirements:
1. Recipients of science and technology awards at or above the third prize level at the county (city, district) level; or recipients of awards at or above the prefectural-level (department-level) for outstanding engineering surveys, design awards, outstanding engineering awards, geological achievement awards, quality management awards, etc.
2. Participated in the completion of regional or significant specialized exploration and survey projects, as well as in the preparation of related outcome reports; the completed project outcomes have been evaluated and accepted with a rating of “Good” or higher. Alternatively, participated in exploration projects that primarily employed professional exploration methods, resulting in the identification of one medium-sized or two prospectively viable mineral deposits, geothermal fields, oil and gas fields, water sources, or other resource sites; or identified prospective mineral exploration targets with high exploration potential. Additionally, participated in successor resource exploration projects that expanded the geological reserves of a mine to a small-scale or larger level, ensuring its continued production.
3. Participate in the completion of one large-scale or three medium-scale or larger geological exploration projects, geological hazard prevention and control projects, construction projects, and other engineering surveys, designs, assessments, inspections, monitoring, construction activities, and preparation of project outcome reports. The completed projects must have been reviewed and accepted by the relevant competent authorities or related organizations.
4. The report on geological experimental test results completed with participation holds high value in the discovery of small- and larger-sized mineral deposits, the comprehensive utilization of mineral resources, the development and utilization of refractory and difficult-to-process ore deposits, engineering construction, resolution of critical fundamental geological issues, and geological environmental protection—issues that have been recognized by the competent higher-level authorities.
5. As a technical manager, I have participated in and successfully completed technical management tasks such as geological exploration projects, achieving remarkable performance and generating significant social and economic benefits, as recognized by the competent business authorities at or above the municipal (or bureau) level.
6. The person who participated in the discovery of a new mineral deposit (solid, liquid, or gaseous), a new mineral, a new rock type, and a new fossil species, and whose findings have been verified and approved by the competent authorities.
7. Participate in the drafting and promulgation of local regulations, rules, or government normative documents related to geological exploration specialties; and participate in the development and promulgation of national, industry, and local standards.
8. Participate in the promotion and application of new technologies, new products, new equipment, new processes, and new materials, pass the evaluation or acceptance procedures, and achieve tangible results.
9. The science and technology projects participated in have been granted patents and have yielded significant social and economic benefits in production; the scientific and technological achievements developed through participation in R&D have been promoted at the provincial, municipal, and county levels, also achieving notable social and economic benefits.
(2) Land Management Major
During the current term of office, you must meet 2 out of the following 7 conditions:
1. Recipients of science and technology awards at or above the third prize level at the county (city, district) level; or recipients of outstanding project awards, outstanding achievement awards, quality management awards, and other similar awards at or above the prefectural-level city (department-level) or higher; or principal persons in charge of advanced individuals or advanced collectives at or above the county (city, district) level.
2. Have participated in more than one scientific research, technical project, or policy-oriented study on topics including land surveys, land evaluation, land planning, land remediation, land informatization, and real estate registration, and have successfully passed the review or acceptance process.
3. Have participated in more than 5 land management-related engineering projects and passed the acceptance inspection.
4. Have participated in more than one scientific research project that has been officially recognized by competent authorities at or above the prefectural-level (or departmental-level), and have applied the knowledge gained in technical management fields such as land surveys, land evaluation, land planning, land remediation, land informatization, and real estate registration.
5. Participate in the preparation of technical specifications, codes, or standards related to land management and ensure their promulgation and implementation.
6. Participate in the drafting of more than one local regulation or rule related to land management, or more than two government normative documents, and ensure their promulgation and implementation.
7. The science and technology projects participated in have been granted patents and have yielded significant social and economic benefits in production; the scientific and technological achievements developed through participation have been promoted at the provincial, municipal, and county levels, also achieving notable social and economic benefits.
(3) Surveying and Geo-information Major
During the current term of office, you must meet 2 out of the following 6 conditions:
1. Recipients of science and technology awards at or above the third prize level at the county (city, district) level; or recipients of science and technology progress awards, outstanding engineering awards, outstanding design awards, quality management awards, and other similar awards at or above the prefectural-level city (department) level.
2. Have led or organized more than two surveying and mapping engineering projects that have been reviewed or accepted by competent authorities at or above the prefectural level, with advanced design standards and quality rated at Good or higher, and have achieved significant social and economic benefits.
3. Participate in the formulation of national, industry, and local standards related to surveying and mapping and geographic information, and ensure their promulgation and implementation.
4. Participate in the drafting of local regulations, normative documents, or plans related to surveying and mapping and geographic information, and ensure their promulgation and implementation.
5. Engage in production work related to surveying and mapping and geographic information engineering, accumulate the full number of production days required by Article 9, and ensure that the deliverables pass acceptance testing.
6. The surveying and mapping science and technology projects in which the applicant has participated have been patented and put into production application, yielding certain social and economic benefits; or the scientific and technological achievements developed and researched with the applicant’s participation have been promoted at the provincial, municipal, and county levels, achieving significant social and economic benefits.
Article 12: Works and Papers
During the current term of office, you must meet one of the following three conditions:
1. Have published more than two professional papers in publicly distributed specialized journals at the provincial or ministerial level, or at professional academic conferences at or above the provincial or ministerial level (included in formally published collections of papers), with at least one of these papers being authored as the first author.
2. Publish one academic paper in a Chinese core journal or above in your field (as the sole author or first author).
3. Has formally published a monograph or a translated work.
Chapter 4: Qualification Review Criteria for Senior Engineer Positions
Article 13: Professional Theoretical Knowledge
Comprehensively and systematically master the fundamental and specialized theoretical knowledge in this professional field, proficiently grasp and apply the relevant technical standards, codes, and procedures of this profession, and possess the ability to keep abreast of the cutting-edge developments in science and technology within this field.
Article 14: Professional and Technical Work Experience and Competencies
(1) Geological Exploration Specialty
Possesses extensive practical experience in specialized technical work; during the current position, has undertaken or participated in relevant engineering, production, and research projects; capable of independently handling and resolving complex and challenging technical issues in this specialty, with strong innovation capabilities and excellent organizational and coordination skills; and able to guide mid-level technical personnel in their work.
At the same time, applicants should meet 2 of the following 10 conditions:
1. As a key technical member, I have completed the entire process of scientific research projects at or above the provincial (ministerial) level; I have also led the entire process of one prefectural-level (departmental) or two county-level (city- or district-level) scientific research projects and prepared the corresponding outcome reports.
2. As a key technical backbone, participated in the entire process—design, implementation, and report preparation—of one basic geological survey, regional geophysical and geochemical exploration project, remote sensing project, regional hydrogeological and environmental project, or special investigation project at or above the municipal (or provincial) level, with the resulting outcomes successfully passing review.
3. As a key technical member, I have participated in the entire process or major stages of resource exploration and evaluation projects—covering minerals, mines, water resources, geothermal energy, and other related areas—for one medium-sized or larger mine area (site), or for two small- or larger-scale mine areas (sites). I also served as the chief editor of the main technical sections in both the project design documents and the final report.
4. As a technical backbone, participate in the full-process implementation of one or more large-scale or two or more medium-scale hydrogeological and environmental geological exploration or construction projects; or independently lead the full-process implementation of 10 or more secondary-level geological hazard risk assessments or mine geological environmental impact assessment projects.
5. As a key technical backbone, have led and completed the full process—including report preparation—of either two large-scale projects (including Grade-A geotechnical investigation and design projects) or three or more medium-scale projects (including Grade-B geotechnical investigation and design projects), involving any one of the following: geological exploration, geological hazard prevention and control, and construction project investigation, design, supervision, testing, monitoring, and consulting; and have also led the full process of construction for two large-scale and three or more medium-scale geological exploration, geological hazard prevention and control, and construction projects.
6. Have led the completion of two large-scale geophysical and geochemical exploration projects or hydrogeological, engineering, and environmental projects; or have led the entire process of more than five medium-sized engineering geophysical exploration projects.
7. As a key technical backbone, participated in the entire process of one medium-sized or larger, or two or more mineral exploration projects; or led the overall design and drilling construction of one or more large-scale projects or two or more medium-scale projects, and prepared construction technical summaries or project completion reports that have been duly accepted by the relevant authorities; or led the resolution of two or more major emergency rescue operations involving complex mechanical failures, downhole incidents, and significant safety accidents during rock and soil drilling operations, achieving remarkable economic and social benefits and receiving recognition from the competent business authorities at the municipal (or bureau) level.
8. As a key technical backbone, have completed the entire process of experimental testing and ore-dressing experiments for one provincial- or ministerial-level project, or have led and completed more than two projects at or above the prefectural-city (bureau) level; or have led the design and completion of an ore-dressing plan and its application for a medium-sized or larger complex mine; or have led the completion of the entire process of physical and mechanical property testing for one medium-sized or larger ore deposit, or for more than 10 Class-A (or more than 30 Class-B) geotechnical investigation or engineering geological investigation projects, and submitted qualified reports.
9. As a primary drafter, I have participated in the preparation of more than one technical standard, technical specification, technical procedure, or technical plan at or above the municipal (department or bureau) level, and these documents have been approved for implementation.
10. As a technical backbone, I have led more than two projects involving the development and promotion of new technologies, new products, new equipment, new processes, and new materials—including formulating technical plans for promotion and development projects, and participating fully in the implementation of these projects as well as in the preparation of summary reports.
(2) Land Management Major
During the current tenure, I have undertaken or participated in scientific research, technical projects, or policy-oriented research studies in my field; I have independently handled and resolved critical, challenging, and complex technical issues in my specialty; and I possess the ability to guide mid-level technical personnel in their work.
At the same time, two of the following six conditions must be met:
1. As a technical backbone, I have participated in more than three scientific research projects related to land management and have actually taken on the responsibility of drafting the corresponding chapters of the reports.
2. As a technical backbone, I have led the entire implementation process of more than three specialized technical projects related to land management, and have either led or organized the completion of project technical plans, detailed working procedures, and technical reports.
3. As a technical backbone, I have participated in more than three policy research projects related to land management and have actually taken on the responsibility of writing the corresponding chapters of these projects.
4. As a technical backbone, I have led the promotion of new technologies and methods in land management-related fields for more than two projects, including developing technical plans for promotion and development initiatives, and participating fully in the implementation of these new technologies and methods as well as in the preparation of summary reports.
5. As a key contributor, I have participated in the development of national, industry, and local technical standards related to land management.
6. Have served as the principal drafter or lead author in the drafting of more than two local regulations or rules related to land management, or more than three government normative documents.
(3) Surveying and Geo-information Major
During my current tenure, I have undertaken or participated in scientific research projects, engineering projects, or production projects related to surveying and mapping and geographic information. I have experience independently handling and resolving critical, challenging, and complex technical issues in my field. I also possess the ability to guide and supervise mid-level technical personnel in their work.
At the same time, two of the following six conditions must be met:
1. As a technical backbone, participate in the completion of one scientific research, engineering, or production project related to surveying and mapping and geographic information at or above the provincial or ministerial level; or take on the primary responsibility for research, project design, implementation planning, and preparation of summary reports in one of the sub-projects.
2. As a project or technical leader, I have overseen the entire process of two surveying and geographic information research, engineering, or production projects at or above the prefectural-level (department-level) and have led the development of technical plans, detailed working procedures, project reports, and quality inspection reports.
3. As a technical backbone, I have participated in three or more medium-sized or larger surveying and mapping, geographic information, research, engineering, or production projects at or above the prefectural-level (or departmental-level), and have actually been responsible for drafting the corresponding sections of reports, designs, standards, and plans.
4. Serve as the lead or primary author in the development of national, industry, and local standards; participate in the drafting of local regulations, normative documents, and plans related to surveying and mapping and geographic information.
5. Has led more than two projects involving the development and promotion of new technologies, new products, and new equipment, including formulating technical plans for promotion and development projects, and serving as the chief editor of technical implementation plans and summary reports.
6. As the project leader or technical lead, have led or organized the completion of two surveying and mapping projects—each involving more than 500 production workdays—in areas such as geodesy, photogrammetry and remote sensing, topographic surveying, engineering surveying, marine surveying, real estate surveying, map compilation, geographic information, and geographic national condition monitoring.
Article 15: Professional and Technical Work Performance
(1) Geological Exploration Specialty
During the current term of office, you must meet 2 out of the following 9 requirements:
1. Recipients of science and technology awards at or above the third prize level at the prefectural-level city (or departmental) level; or recipients of awards such as outstanding engineering survey awards, design awards, excellent engineering awards, geological achievement awards, and quality management awards at or above the provincial or ministerial level.
2. As a key technical backbone, you are responsible for completing regional or important specialized exploration and investigation projects, as well as preparing the corresponding project reports. The completed project results must pass evaluation and acceptance with a rating of “Good” or higher. Alternatively, using exploration methods specific to your field as the primary technical approach, you must identify and submit at least one medium-sized or larger mineral deposit, geothermal field, oil and gas field, water source, or other resource with exploration potential, or at least two small- to medium-sized prospecting targets with exploration value. Additionally, you must have contributed to the sustained production and expansion of geological reserves of small- to medium-sized resources at a mine.
3. As a key technical backbone, I have led the completion of two large-scale or five medium-scale or larger geological exploration projects, geological hazard prevention and control projects, construction projects, and other engineering surveys, designs, assessments, inspections, monitoring, construction, and preparation of outcome reports. The completed projects have been reviewed and accepted by the relevant competent authorities or related organizations.
4. As a key technical backbone, the geological experimental testing results report I led and completed holds high value in areas such as the discovery of medium-sized and larger ore deposits, the comprehensive utilization of mineral resources, the development and utilization of refractory and difficult-to-process ore deposits, engineering construction, resolution of critical fundamental geological issues, and geological environmental protection—values that have been recognized by the competent higher-level authorities.
5. As the primary technical manager or principal contributor, in technical management roles such as geological exploration projects, you have applied advanced domestic and international technologies and experience, achieved significant innovation and breakthroughs, demonstrated outstanding performance, and yielded notable social and economic benefits, all of which have been recognized by the provincial-level competent authorities.
6. The primary contributor who has discovered one new large- and medium-sized mineral deposit (including solid, liquid, and gaseous deposits), one new mineral, one new rock type, and one new fossil species or genus, all of which have been identified and approved by the competent professional authorities;
7. As a key technical backbone, organized the drafting of local regulations, rules, or government normative documents related to geological exploration and oversaw their promulgation and implementation; as a primary author, participated in the development of national, industry, and local standards and oversaw their promulgation and implementation.
8. As the project leader or a key technical member, participate in the promotion and application of new technologies, new products, new equipment, new processes, and new materials; pass the evaluation or acceptance procedures, and achieve tangible results.
9. Having led or served as a key technical member in scientific and technological projects that have been granted patents and have yielded significant social and economic benefits in production; having led or served as a key technical member in the development of scientific and technological achievements that have been promoted at the provincial, municipal, and county levels, resulting in substantial social and economic benefits.
(2) Land Management Major
During the current term of office, you must meet 2 out of the following 7 conditions:
1. Recipients of science and technology awards at or above the third prize level at the prefectural-level city (or departmental) level; or recipients of outstanding project awards, outstanding achievement awards, quality management awards, and other similar honors at or above the provincial or ministerial level; or principal officials of units recognized as advanced individuals or advanced collectives at or above the prefectural-level city (or departmental) level.
2. As a key technical member, I have participated in more than three scientific research, technical projects, or policy-oriented research studies related to land surveys, land evaluation, land planning, land remediation, land informatization, and real estate registration, and the projects have passed review or acceptance. The resulting research or survey findings have been successfully applied and implemented.
3. As a technical backbone, I have participated in more than 10 land management-related engineering projects and successfully passed their acceptance inspections.
4. As a technical backbone, I have participated in more than two science and technology projects that have been officially recognized by competent authorities at or above the prefectural-level (or departmental-level), and these projects have been applied and promoted in fields such as land surveys, land evaluation, land planning, land remediation, land informatization, and real estate registration, yielding significant social and economic benefits.
5. As a primary drafter, participate in the development and promulgation of national, industry, and local technical standards related to land management.
6. Have led or served as the primary drafter in the preparation and promulgation of more than two local regulations or rules related to land management, or more than three government normative documents.
7. As the project leader or a key technical member, having participated in scientific and technological projects that have been granted patents and have yielded significant social and economic benefits in production; as the project leader or a key technical member, having participated in the development of scientific and technological achievements that have been promoted at the provincial, municipal, and county levels, achieving notable social and economic benefits.
(3) Surveying and Geo-information Major
During the current term of office, you must meet 2 out of the following 7 conditions:
1. Recipients of science and technology awards at or above the third prize level at the prefectural-city (department) level; or recipients of science and technology progress awards, outstanding engineering awards, outstanding design awards, quality management awards, and other similar awards at or above the provincial or ministerial level.
2. As a key author, participated in the drafting of national, industry, and local standards and ensured their promulgation and implementation.
3. Led or served as the primary drafter in the preparation and promulgation of local regulations, rules, and normative documents for the surveying and mapping and geographic information industries.
4. Have led the technical design work for more than two surveying and mapping projects at the provincial or ministerial level, which have been approved by the competent authorities at the provincial or ministerial level; the project designs demonstrate advanced standards, were completed on schedule, achieved excellent engineering quality, and yielded significant social and economic benefits.
5. In surveying and mapping production and scientific research, be responsible for developing technical standards and resolving critical technical issues. The resulting achievements, after being evaluated or accepted by the competent authorities at the provincial or ministerial level, must reach domestically advanced standards, or have been awarded or commended by such authorities.
6. Engage in production work related to surveying and mapping and geographic information engineering, accumulating the full number of production days required by Article 13, and ensuring that the deliverables have passed acceptance inspection.
7. As the project leader or a key technical member, having participated in scientific and technological projects that have been granted patents and have yielded significant social and economic benefits in production; as the project leader or a key technical member, having participated in the development of scientific and technological achievements that have been promoted at the provincial, municipal, and county levels, achieving notable social and economic benefits.
Article 16: Works and Papers
During the current term of office, you must meet one of the following three conditions:
1. Have published more than three professional papers in publicly distributed specialized journals at or above the provincial or ministerial level, or at specialized academic conferences at or above the provincial or ministerial level (included in formally published collections of papers), with at least two of these papers being authored as the first author.
2. Publish two academic papers in core Chinese journals or above in your field (including one paper as the sole author or first author).
3. Have formally published a monograph or translated work of a certain academic standard (with a minimum length of 30,000 characters).
Chapter V Supplementary Provisions
Article 17: These evaluation criteria shall serve as an important basis for the relevant review committee to conduct a comprehensive assessment of applicants. Based on a thorough review of the application materials, the review committee shall arrive at its evaluation results through a secret ballot.
Article 18: Personnel applying for the qualification of Senior Engineer who fall into any of the following circumstances shall be required to participate in a professional interview for the evaluation of senior engineer qualifications. The score obtained in the professional interview will serve as one of the key criteria considered by the review committee.
(1) Those applying for exceptional consideration;
(2) Those who have held their postgraduate degree (or diploma) for less than 2 years;
(3) Those who are transferred for evaluation or concurrently evaluated;
(4) For other applicants, the review committee may also require them to participate in a professional interview.
Article 19: Work performance, research achievements, papers, publications, and other such materials must have been obtained after assuming the current position, and supporting documentation to substantiate them must be provided.
Article 20: Specific interpretations of certain terms, phrases, or concepts referred to in these evaluation criteria.
(1) “This major or a related major” includes: Geology, Resource Exploration Engineering, Hydrogeology and Engineering Geology, Environmental Geology, Marine Geology, Geological Engineering, Groundwater Science and Engineering, Earth Exploration and Information Technology, Exploration Technology and Engineering, Rock and Soil Engineering, Prospecting Engineering, Drilling Engineering, Tunneling Engineering, Geophysics, Geochemistry, Petrology, Ore Deposit Geology, Paleontology, Mineral Processing Engineering, Physical (Chemical) Experimentation and Testing, Land Resources Management, Geographic Sciences, Urban and Rural Planning, Physical Geography, Human Geography, Resource, Environment, and Urban-Rural Planning Management, Agricultural Resource Utilization, Surveying and Mapping Engineering, Remote Sensing Science and Technology, Navigation Engineering, Geodesy and Surveying Engineering, Spatial Information and Mathematical Technologies, Photogrammetry and Remote Sensing, Cartography, Geographic Information Science, Geographic National Condition Monitoring, Marine Surveying, Computer Science and Technology, and others.
(2) The winners refer to the individuals designated as winners within each award level for projects and research topics as stipulated by relevant national authorities (who hold individual award certificates).
(3) The primary winners refer to the top 6 ranked winners.
(4) The “host” and “hosting entity” refer to: the person serving as project leader, subject leader, or technical leader of the construction unit.
(5) Technical backbone refers to professionals who play a key role in completing projects (work tasks), take charge of the specific implementation of projects, and independently handle various common technical issues.
(6) Journals at or above the provincial and ministerial levels refer to publications that are publicly distributed and have official publication numbers, sponsored by professional societies (associations) at or above the provincial and ministerial levels or by business departments at or above the provincial and ministerial levels. Academic journals sponsored by colleges or higher vocational schools are considered equivalent to journals at or above the provincial and ministerial levels.
(7) The word count for a monograph or translated work refers to the number of words authored or translated by the applicant himself/herself in the monograph or translated work.
(8) Supporting documentation refers to written evidence that can demonstrate your position and role in the achievements you have accomplished.
(9) Key projects and priority projects refer to key projects or priority projects explicitly identified by the relevant government departments. These projects (topics) fall into two categories: those assigned by national, provincial (ministerial), or prefectural-level municipal (departmental) authorities, or those stipulated in contracts.

2. Classification of large, medium, and small mineral deposits: Implemented according to Document No. 133 [2000] issued by the Ministry of Natural Resources and Land Resources.
(10) Production Workdays: Calculated in accordance with the “Standard Rates for Surveying and Mapping Production Costs” and the “Detailed Rules for Calculating Standard Rates for Surveying and Mapping Production Costs” formulated by the National Administration of Surveying, Mapping, and Geoinformation, and determined on a case-by-case basis with due consideration given to the surveying and mapping production techniques employed, the form of the products, and the level of technical equipment used.
(11) The classification of project technical difficulty levels (complex, moderate, or general) shall be determined by the Professional Title Evaluation Committee in accordance with relevant national regulations, taking into account practical factors such as regional differences and trends in the development of specific professional fields.
(12) The prefecture-level cities include Yiwu City.
(13) “Above” includes the current level itself.
(14) “Year” refers to an anniversary.
Article 21: Handling of personnel who violate relevant regulations when applying for the assessment of qualifications for the positions of Engineer and Senior Engineer in engineering specialties.
If the applicant falls under any of the following circumstances, their eligibility for review will be revoked. If they have already obtained a qualification certificate, the issuing authority will withdraw their corresponding certificate and prohibit them from participating in the relevant qualification review for three years starting from the year following the review:
1. Forging or fabricating documents and supporting materials;
2. Submitting false declaration materials;
3. During the current term of office, there have been serious violations of discipline that resulted in disciplinary actions, or there are ongoing investigations, penalties, or disciplinary measures for violations of discipline or law that were not disclosed in the application materials.
4. Other acts that seriously violate the evaluation regulations.
Article 22: During the term of current employment, applicants who have received a disciplinary action of a written warning or above, or who have been officially identified as directly responsible for technical liability accidents, shall be subject to the following procedures when applying for the assessment of engineer or senior engineer qualifications.
1. If the date of issuance of the penalty decision falls within the prescribed period for educational and qualification requirements, the application shall be postponed by 2 years.
2. If the date of issuance of the penalty decision exceeds the prescribed years for educational and qualification requirements, the applicant shall delay the application by two years starting from the date of issuance of the penalty decision.
Article 23: These evaluation criteria shall take effect from the date of issuance of this document.
