Notice on the Recognition of Units Qualified to Design Development and Utilization Plans for Mineral Resources in Small-Scale Mines

Following the issuance of our department’s “Notice on Soliciting Applications from Units Qualified to Design Development and Utilization Plans for Mineral Resources in Small-Scale Mines,” the relevant units submitted their applications in accordance with the document’s requirements. After review and approval by experts organized by the Provincial Mining Association (Su Kuang Xie Zi [2007] No. 01), a total of 18 units, including the Jiangsu Provincial Institute of Geological Survey, have been certified as possessing the capability to design development and utilization plans for mineral resources in small-scale mines.
According to the regulations of the Ministry of Natural Resources, entities that have obtained the capability to design development and utilization plans for mineral resources in small-scale mines may engage within the province in the preparation of development and utilization plans for open-pit non-metallic mines or geothermal and mineral water resources with reserve scales classified as small or smaller. Detailed information on the scope of each entity’s business activities is provided in the attachment.
The mineral resource development and utilization plan is a prerequisite for issuing mining permits. All preparation units must strictly adhere to the provisions of the Ministry of Natural Resources’ “Notice on Strengthening the Review of Mineral Resource Development and Utilization Plans” (Guotu Zifa [1999] No. 98) when preparing such plans. The authority responsible for registering and managing mining permits shall organize reviews in accordance with the prescribed procedures. The natural resources bureaus of all cities, counties (and districts) must rigorously scrutinize the development and utilization plans to ensure that the exploitation and utilization of mineral resources are conducted in a scientific and standardized manner.
