To further enhance the management level of mineral resource exploration, utilization, protection, and conservation, and to propel Jiangxi from a major mining province toward a powerful mining province, thereby supporting high-quality development, Jiangxi is comprehensively strengthening the management of the entire mineral resource chain.
　　First, we will strengthen planning-led management and control. We will continue to optimize the spatial layout of exploration and development areas, implement mineral resource plans at all levels, and enhance integrated planning for mineral exploration, development, utilization, and protection. We will clearly identify key exploration and development zones and establish five distinctive, complementary, and collaboratively developing mining economic zones: the northern Jiangxi along the Yangtze River, the area around Poyang Lake, northeastern Jiangxi, northwestern Jiangxi, and central-southern Jiangxi. We will also reinforce the management and control of the three red lines. Jiangxi adheres to a bottom-line mindset: in mineral resource exploration and development areas, priority should be given to avoiding permanent basic farmland, ecological protection redlines, and urban development boundaries. Where avoidance is genuinely impossible, differentiated management shall be implemented in accordance with relevant regulations. We will support the exploration and development of strategic, scarce, and advantageous minerals, and carry out classified disposal of existing mining rights within ecological protection redlines. For mining rights that need to be phased out gradually and in an orderly manner, we will formulate differentiated exit plans based on the principles of respecting history, seeking truth from facts, and phasing out progressively. These plans, after being submitted to and approved by the provincial government, will then be implemented.
　　Second, we will enhance our capacity to ensure the supply of mineral resources. We will implement a strategic initiative aimed at achieving breakthroughs in mineral exploration. With a particular focus on minerals such as uranium, iron, manganese, copper, gold, lithium, cobalt, zirconium, niobium-tantalum, tungsten, molybdenum, tin, antimony, vanadium, and rare earth elements, we will organize and carry out a new round of provincial-level strategic initiatives for mineral exploration breakthroughs. At the same time, we will also pay attention to the surveying and exploration of shale gas and coalbed methane, explore effective pathways for breakthroughs in energy-related mineral exploration, and basically establish a new exploration paradigm characterized by close integration and mutual promotion among strategic mineral potential assessment, detailed and precise exploration of mineral resources, geological science and technology innovation, strategic mineral resource reserves, and comprehensive development and utilization. We will promote the steady and orderly development of mineral resources, ensuring the security of supply of strategic mineral resources. We will strengthen situational analysis of strategic mineral resources, improve the mineral resource reserve system, and systematically and stepwise develop and utilize these strategic resources. We will reinforce the leading and driving role of scientific and technological innovation, actively research and promote technologies and equipment for the recovery and reuse of strategic mineral resources, and raise the level of circular utilization. We will encourage provincial geological survey institutions and mining enterprises to conduct exploration and development of mineral resources both within and outside the province, further enhancing our province's capacity to secure the supply of primary products for scarce and urgently needed mineral resources. We will further optimize the management of mining rights registration.
　　Third, we will promote the transformation and upgrading of the mining industry. We will fully advance green exploration. We will strictly implement relevant standards and specifications for green exploration, rationally selecting technical methods, tools, and equipment during geological exploration that are conducive to ecological protection. We will strengthen management in areas such as road construction, site leveling, base camp development, exploration operations, and environmental restoration. On the premise of achieving the objectives of geological exploration, we will adopt advanced technologies, methods, processes, and equipment to minimize disturbance to the ecological environment. We will encourage and support mining right holders and exploration units to actively develop demonstration projects for green exploration. We will rigorously enforce requirements for green mine construction and intensify efforts to prevent and control pollution from mines. Adhering to the principles of “strict control at the source, rigorous process management, and severe punishment for consequences,” we will enhance environmental impact assessments for mines and closely monitor and regulate the environmental impacts generated. We will issue discharge permits in accordance with laws and regulations, strengthen inspections to ensure the normal operation of environmental protection facilities, and intensify oversight over the compliant discharge of the “three wastes” from mines as well as the control of soil and noise pollution. For mines that have already caused pollution of water bodies, soil, and other resources, we will impose penalties and take remedial actions in strict accordance with laws and regulations. We will also strengthen ecological restoration of mines. We will strictly enforce the primary responsibility of mining right holders for ecological restoration and implement simultaneous mining and restoration. We will encourage and support private capital to participate in mine ecological restoration, enhance the standardized management of mine tailings and tailings ponds, and ensure the sustainable use of mining land and forests.
