The meeting was chaired by Professor Hong Yamin, Vice President of the China Appraisal Society, Director of the Technical Review Committee, and Director of the Real Estate Research Institute at the Capital University of Economics and Business. Attending the meeting were the following leaders and experts: Wang Jun, Secretary-General of the China Appraisal Society; Yang Yubei, Director of the Professional Planning and Development Committee of the China Appraisal Society; Zhao Song, Deputy Director of the Technical Review Committee of the China Appraisal Society and Director of the Land Price Research Institute at the China Institute of Land Surveying and Planning; Wang Wen, Deputy Director of the Membership and Organization Committee of the China Appraisal Society and Professor at the Capital University of Economics and Business; Wang Qingze, Chairman of Beijing Huaxin Real Estate Appraisal Co., Ltd.; Wu Jiangmin, Vice President of Beijing Huaxin Real Estate Appraisal Co., Ltd.; Zhou Lin, Land Appraiser at Shaanxi Huadi Real Estate Appraisal & Consulting Co., Ltd.; and Rong Jiana, Land Appraiser at Hainan Zhengli Land Appraisal Co., Ltd. At the opening ceremony of the conference, Secretary-General Wang Jun briefed the participants on the publicity and study efforts within the land valuation industry following the promulgation of the “Asset Valuation Law,” and together with everyone, they studied the relevant provisions. He emphasized two key points: First, the asset valuation defined in the “Asset Valuation Law” is a broad concept that encompasses rights to real estate, movable property, intangible assets, and more, thereby affirming six major professional valuation fields, including land valuation; second, the “Asset Valuation Law” emphasizes... “ Professionalism ” Not only are there specialized distinctions among evaluation subjects, personnel, institutions, and industry associations, but administrative management departments also have clearly defined divisions of labor. For instance, the evaluation industry may establish industry associations in accordance with the law based on their respective professional fields; the relevant administrative departments under the State Council, according to their respective responsibilities, shall exercise supervision and management over the evaluation industry. Evaluation reports must be signed by at least two evaluation professionals who have undertaken the specific assignment and bear the official seal of the evaluation institution. Furthermore, evaluation institutions may not hire or designate personnel who do not meet the requirements stipulated in this Law to engage in evaluation activities. Third, the threshold for practitioners has been relaxed. Evaluation professionals include appraisers as well as other evaluation practitioners possessing both professional knowledge and practical experience in appraisal. Appraisers are evaluation professionals who have passed the nationwide unified examination for appraiser qualifications organized and administered by the relevant national-level industry association in accordance with state regulations. Unlike the current situation—where most evaluation specialties generally allow only appraisers to undertake appraisal work, requiring candidates to hold high educational qualifications and possess substantial practical experience, and where qualification for certain specialized appraisers is granted solely through examinations administered by administrative authorities—this approach aligns with the current policies being promoted by the State Council. “ Reduce administrative approval-based professional qualifications and standardize competency-based professional qualifications. ” First, the direction of reform remains consistent: the qualification examination for appraisers will be organized by industry associations, the educational requirements have been lowered, and it has been clarified that individuals who are not certified appraisers can also undertake appraisal services. Second, a new concept—statutory appraisal—has been introduced. Appraisal services are now categorized into general appraisals and statutory appraisals. General appraisals are voluntarily commissioned by the client to appraisal institutions, and the appraisal reports must be signed by at least two qualified appraisal professionals. Statutory appraisals, on the other hand, involve matters such as state-owned assets or public interests, and where laws and administrative regulations mandate appraisal, the appraisal must be commissioned in accordance with the law through an appraisal institution. Such statutory appraisals must be conducted by at least two appraisers belonging to the relevant professional category, who must also sign the appraisal report. Third, the registration system for appraisal institutions has been clearly defined. To practice as an appraisal professional, one must join and work exclusively for a single appraisal institution. To establish an appraisal institution, only two appraisers (in a partnership) or eight appraisers (in a corporate structure) are required; after registering with the Administration for Market Regulation and obtaining a business license, the institution must file its registration with the relevant administrative departments responsible for appraisal within the prescribed time frame. Fourth, the status of industry associations has been enhanced. For the first time at the legal level, the responsibilities of appraisal industry associations have been explicitly defined, and the organization and implementation of the qualification examinations for various appraisal professionals have been entrusted to national-level appraisal industry associations. Fifth, administrative departments have been granted the power to impose penalties. On the one hand, the threshold for becoming an appraisal professional has been lowered, and the certification of appraiser qualifications has been transferred to industry associations, allowing these associations to strengthen ex-ante and in-process supervision through self-regulation. On the other hand, the responsibilities of administrative departments in post-event supervision have been reinforced, clearly specifying the concrete penalty measures that administrative departments may adopt to sanction violations committed by appraisal professionals, appraisal institutions, clients, and appraisal industry associations.
Secretary-General Wang Jun pointed out that the "Asset Valuation Law" has unified the operational and regulatory models across various valuation professional categories, which is of great significance. As the land valuation industry is one of the six major valuation professional fields, “ Decentralization of administration ” The reforms were launched earliest and carried out with the greatest intensity, essentially adapting to a market-oriented, self-regulatory management model. From... 2012 Year 7 Moon 1 Starting from today, all land valuation reports completed by land appraisal agencies will be submitted electronically for record-keeping, essentially achieving full coverage of agencies, appraisal professionals, and appraisal reports. Furthermore, the China Association of Real Estate Appraisers... “ Land Valuation Report Spot-Check and Review System ” With “ Ministry of Natural Resources Land Valuation Electronic Filing System ” The alignment has laid the foundation for administrative authorities to fulfill their duties in accordance with the “Asset Valuation Law,” and for strengthening post-event supervision and self-regulatory management by industry associations. The next step is to refine the administrative regulatory system and the industry’s self-regulatory mechanisms based on the “Asset Valuation Law.”
Secretary-General Wang Jun emphasized that the land valuation industry has now established a set of standards, including the "Regulations on Urban Land Valuation," the "Regulations on Classification and Grading of Urban Land," the "Regulations on Classification of Agricultural Land Quality," the "Regulations on Grading of Agricultural Land," and the "Regulations on Valuation of Agricultural Land." 6 national standards and 1 Industry standards and basic evaluation guidelines are now largely in place, and the China Appraisal Society has also established a relatively comprehensive system of technical guidelines. Each professional field has its own national standards, and industry associations in various professional fields have relevant technical guidelines—all of which should be strictly adhered to in order to avoid public doubts about the fairness of appraisal reports.
At the meeting, Director Yang Yubei addressed... “ Appendix to the Land Valuation Report ” Common issues encountered in the process are listed, and a detailed analysis is provided on how to avoid such problems. The two appraisers, Zhou Lin and Rong Jiana, respectively address... “ How to Write a High-Quality Land Valuation Report: Interpretation of Typical Report Cases ” Shared experiences with the attendees and exchanged practical insights with everyone; Vice President Wu Jiangmin addressed... “ Non-conformance Report ” A detailed description was provided, covering the overall situation of the non-conformance reports as well as typical issues and critical errors identified. The meeting innovatively invited frontline appraisers to share their experiences, which received widespread acclaim from the participants. All attendees also engaged in lively discussions and exchanges on relevant technical issues, creating a vibrant and enthusiastic atmosphere that achieved the desired outcomes.
In response to the growing attention from land appraisal institutions on the quality of land valuation reports and the positive momentum surrounding the review meetings for these reports, the Technical Review Committee will continue to strengthen training for junior reviewers, enhance the quality of instruction provided by senior reviewers, and systematically summarize and share typical issues raised during these exchanges along with corresponding handling recommendations. This will ensure that the land valuation report review meetings truly become a platform for technical exchange among land appraisers, land appraisal agencies, junior reviewers, and senior reviewers, thereby further promoting the advancement of industry-wide technical standards.
